Fresh pip installs (CI cache miss, or any new image build) now resolve SQLAlchemy 2.1.x, which defaults postgresql:// to psycopg v3. We only ship psycopg2-binary, so create_app() fails with ModuleNotFoundError: No module named 'psycopg'. Prod runs 2.0.52.

Fix: SQLAlchemy>=2.0,<2.1 in requirements.txt (+1 line).

Verified: CI on 7c90008 is fully green (test, lint-frontend, build, deploy). Unblocks #143, whose test job failed on this exact error.
