Fix

Sets the CI test job's DATABASE_URL password to postgres to match the services.postgres container (POSTGRES_PASSWORD: postgres).

Why

Job 236 (test) failed at Run database migrations:
psycopg2.OperationalError: FATAL: password authentication failed for user "postgres"

The committed DATABASE_URL carried a placeholder password while the postgres service initializes with postgres. lint-frontend passes (no DB); test fails at DB connect.

Validation

Local repro (Postgres + venv, exact CI commands): migrations OK, 400/400 tests pass.
CI re-runs test on this branch.
